The implementation of the QUOTAS of emissions requires to set up a follow-up and especially a control of the industrialists in order to guarantee the regards, the sale or the repurchases of these quotas.

Objectives of the quotas: to reduce the emissions to the level of 1990 from here 2008-2012 and to reduce thereafter of 75% these emissions from here 2050. the things will be made in several stages. The installation of the quotas of emissions following the protocol of Kyoto in is one.
